Ignacio Andrés Dulger Castillo (born 24 March 1993) is a Chilean lawyer and politician who serves as a regional councillor (CORE) for the Santiago Metropolitan Region. He is a member of the Republican Party and was involved in its organization during its early years.
During his political career, Dülger has held positions related to territorial organization and legislative advising within the Republican Party. La Tercera included him among the so-called "second line" of José Antonio Kast, referring to party figures who acted as intermediaries between the party's grassroots and senior leadership.
At the beginning of the Kast administration, Dülger joined the Second Floor of La Moneda Palace as a presidential adviser while retaining his elected position as a regional councillor, a situation that drew public criticism. He left his presidential advisory position on 11 August 2026 and remained a regional councillor.
Early life and education
Dülger was born in Santiago. He is the son of Fernando Castillo Aguirre, who worked at the Santiago Judicial Archive. He studied law at the University of the Andes and qualified as a lawyer in 2015.
His first daughter was born on 3 August 2026.
Political career
Early career
Dülger participated in José Antonio Kast's presidential campaigns in 2017 and 2021, working in territorial coordination and campaign organization. He also worked as a lawyer for the municipal corporation of La Reina and held administrative positions at the municipal level.
In the 2023 Chilean Constitutional Council election, Dülger ran for the Constitutional Council in the Santiago Metropolitan Region. He received 1.7% of the vote and was not elected. He subsequently joined the advisory team of councillor Héctor Urban and participated in coordinating the Republican caucus.
Regional councillor
In the 2024 Chilean regional elections, Dülger was elected as a regional councillor (CORE) for the Santiago IV constituency of the Santiago Metropolitan Region. As a councillor, he has participated in oversight activities concerning the regional administration.
During 2025, he participated in actions undertaken by regional councillors against governor Claudio Orrego, including the submission of information to the Electoral Certification Court (Tricel).
Dülger has also appeared as a panelist on the Chilean political debate program Sin filtros, discussing political and economic issues including the Orrego case and his party's tax proposals.
Presidential adviser
On 11 March 2026, Dülger joined the Second Floor of La Moneda Palace as a presidential adviser, alongside other government advisers including Álvaro Bellolio, who was also serving as a regional councillor. His simultaneous service as a presidential adviser and elected regional councillor drew criticism following Kast's stated position that political appointees in the executive branch should not simultaneously hold elected office.
The issue also affected other Segundo Piso officials who held elected positions. In May 2026, Las Condes councillors Catalina Ugarte and Cristóbal de la Maza, who had joined the government, resigned from their municipal offices.
Dülger left the Segundo Piso on 11 August 2026 while remaining a regional councillor. Christian Democratic deputy Héctor Barría welcomed his departure and called for an investigation, while alleging that Dülger had coordinated automated social-media accounts used to spread disinformation.
On 21 August 2026, El Mostrador reported on Dülger's links to people associated with Argentine political consultant Fernando Cerimedo and the informal group "Casa Común". The report examined digital campaigns involving automated accounts, or bots, used to target political opponents in Latin America. While the reporting linked Dülger to people involved in such campaigns, it did not establish that he personally operated or administered the accounts.
