Changes 2019–2023
Independent councillor Tony Cooper (Aldeburgh & Leiston) had joined the Conservative group by the time of the 2023 election, at which he stood as a Conservative candidate, having been elected in 2019 as an independent.
By-elections
Beccles and Worlingham
A by-election was held after Green councillor Graham Elliott stood down after 14 years to focus on a community pub project.
Framlingham
Aldeburgh & Leiston
A by-election for two of the ward's three seats was held after Conservative councillors T-J Haworth-Culf and Jocelyn Bond both resigned. Haworth-Culf said she was concentrating on her Suffolk County Council seat, while Bond said the district council's pursuit of large-scale energy infrastructure projects such as Sizewell C made it harder for her to represent her communities' concerns.
