Het werd ontworpen door Google en de XMPP Standards Foundation. De multimediainhoud zelf kan verzonden worden met Real-time transportprotocol en Interactive Connectivity Establishment (ICE) voor NAT traversal.
De programmeerbibliotheek libjingle, die gebruikt wordt in Google Talk, werd vrijgegeven onder een BSD-licentie.
